In an unprecedented decision, Kitui County Assembly Speaker Kevin Kinengo Katisya ordered suspension of 11 MCAs for three months, "over grave disorderly conduct".
The youthful Speaker relied on Standing Order No. 103A(1)g and (3) which empowers him to act against members of the county assembly whose conduct seriously undermines the dignity of the County Assembly.
Among the suspended are two MCAs who serve in the County Assembly Service Board. Mathew Ngovi Vuthi (Chuluni) and Hussein Mwandia (Ikutha) were accused of disclosing confidential information to the press. This, the Speaker said, was a breach of Section 38 and the Third Schedule of the County Assemblies Service Act, 2017 which prohibits Board members from disclosing information to "unauthorized persons".
Other MCAs who will endure 90 days suspension are Jacinta Mwoni(Nominated), Munyoki Mwinzi(Kyuso), Daniel Ngoima (Township), Cyrus Kisavi(Ikanga Kyatune), Mercy Muema (Nominated), Mary Ndumbu(Nominated), Erastus Mbuno(Endau/Malalani), Sylvester Munyalo (Matinyani) and Nominated MCA Mary Mutune.
Speaker Kinengo termed the conduct of the suspended MCAs as smirking of indiscipline hence an utter disrespect to Standing Orders. This, he said, affects the smooth functioning of the Assembly.
Consequently, all the suspended legislators will be barred from entering the County Assembly of Kitui or taking part in its business during whole 90 days of suspension.
The matter was referred to the County Assembly Powers and Privileges Committee for further inquiry as outlined in Standing Order No.103A(4).
