How Wiper Nominated MCA Kalenga saved Finance CEC's job

Jacqueline  Kalenga, a Wiper party nominated MCA in Kitui County Assembly declined to second an impeachment motion against a finance executive. This technicality saved Mr Peter Kilonzo from impeachment.

This happened during a plenary session which was presided over Speaker Kevin Kinengo. Jeremiah Mutua was the chairman of a Special County Assembly panel that was probing CEC Kilonzo's removal. He moved the motion of impeaching Fiance and Economic Planning CEC Member Peter Kilonzo.


However, contrary to standing orders, MCA Mutua's Vice Chairperson Kalenga opted not to second the motion against impeaching the CEC. This was despite admitting that 90% of the impeachment grounds were substantiated.

Upon MCA Kalenga's refusal to support the impeachment motion, Speaker Kevin Kinengo ruled that the motion stood withdrawn. After the ruling was made, the MCAs who had opposed the impeachment celebrated both inside the chambers and outside.

In failing to support Finance CEC Kilonzo's impeachment, the nominated MCA Kalenga said that the county minister should be given a second chance.

On December 4, Kiomo/Kyethani MCA Antony Musyoka moved a similar motion for Kilonzo's impeachment, prompting the formation of a special committee to investigate the allegations leveled against the county Finance boss.

Some of Kiomo/Kyethani MCA's accusations against the CEC were violation of the constitution and other laws, gross misconduct, abuse of office and incompetence.

In celebrating his survival from impeachment, Finance CECM Kilonzo told the media that although MCAs had powers to impeach him, they should do so objectively and not advance personal vendetta.

"I have heard all the grounds against me and most of them were more administrative than calling for an impeachment ", said CEC Kilonzo. He further added that the MCAs behind his ouster were bitter.

CEC Kilonzo's lawyer Mr Musyoki Kimanzi said now that the impeachment motion had collapsed in the absence of a seconder, it meant that his client was not culpable of any wrongdoing, dismissing the issues raised as negligible.
