Why MCAs want Speaker Katisya out

A notice of a motion to impeach Kitui Speaker, Kevin Kinengo Katisya, was on Tuesday filed with the clerk of the Kitui Assembly.  As this took place, the Speaker was away in Meru county for official visit.

The listed grounds  for impeachment were abuse of office, conflict of interest and gross violation of the Kenyan Constitution.

The 31 MCAs  who appended their signatures to the motion were drawn from both the minority and majority sides of the Assembly. It's with such bipartisan consensus that the Anti -Katisya MCAs told the media  that  they did not struggle to attain the requisite numbers to impeach Speaker Katisya. 

Some of the articles cited as having been violated by the youthful county assembly boss are 71(a), 73,74,75 and 77. "Kinengo should resign before we impeach him", declared Matinyani MCA Sylvester Munyalo who is the drafter of the impeachment  motion. He said that 37  MCAs out of the 60 in the Kitui Assembly have endorsed the impeachment of Speaker Katisya.

He further told a press conference after presenting the notice of motion that Katisya had  to resign or face  forceful removal by MCAs. "He is a good lawyer and a bad manager of County Assembly," said the Matinyani MCA.

Chuluni MCA Matthew Ngovi Vuthi who sits in the powerful County Assembly Service Board as the Vice Chairperson accused Katisya, his chairman ,  of  habouring a  motive to hire incompetent staff to fill vacant positions at the Assembly in an  ongoing recruitment. Vuthi  charged that  there were plans to side step eight candidates who qualified to be hired in a recent interview and replaced them with incompetent people. He said the board members would stand for justice for the job seekers who were qualified but not otherwise.

Speaking at the presser, Kyuso MCA Munyoki Mwinzi said Katisya  should also be impeached for conflict of interest.
